starting with this car bomb, the uc davispolice department carried out a full-scale training exercise that involved an elaboratecrime scene with gunmen and volunteers playing the role of victims. the drill tested the campus's plans for managingmajor campus emergencies. this has been going really well once we gotthe call to activate the eoc. i put the message out on warn me which is our automatic notificationsystem and we had the first people here in probably 7 minutes or so we had people cominginto the eoc. fire personnel from yolo county respondedand police officers from several agencies in northern california were on hand to monitorthe effectiveness of the emergency response.
this exercise was unique in the fact thatthe field play drove the exercise. it had very few 'injects.' injects mean things thatare pre-staged. obviously for safety reasons we had to interrupt play which is unrealisticbut safety was paramount. so if we look at this exercise it was driven by field play,it was realistic as possible. that led to
car hire from alicante, some of the successes but that also led tosome of the failures of the exercise component itself. it was difficult to manage in thefact that the field play drove the exercise. carmichael, who oversaw the exercise, saysthe drill also tested community response. paul pfotenhauer, reporting from uc davis.
